II. Basic Safety Operation Knowledge
1. When multiple people lift and transport rebar, the start, fall, turn, and stop actions must be coordinated. Rebar should be stacked evenly, neatly, and stably, avoiding excessive concentration to prevent tilting and collapse.
2. When transporting rebar near high-voltage line protection facilities, workers must ensure they do not step outside the protection facilities to avoid contact with high-voltage lines and accidents.
3. When binding rebar and installing rebar frames at heights (2 meters or above) or deep pits, scaffolding or operating platforms must be erected, and guardrails must be installed at the edges.
4. "Clean up after finishing" must be done well, and rebar must not be stored on scaffolding.
5. When binding side columns, outer walls, eaves, and ring beams of high-rise buildings, reliable footholds must be provided, and guardrails with safety nets must be installed at the edges.
6. When hoisting rebar frames, they must be securely bundled, with hoisting points at both ends of the rebar bundles. No one should stand under the hoist during lifting. When lowering, people must not approach until the rebar frame is within 1 meter of the floor or ground, and only after it is properly supported can the hoisting hook be released.
7. Do not stand on rebar frames or climb them. When inserting boards, ensure they are not suspended in the air. Column and beam frames must be secured with temporary supports to prevent tipping.
8. The working area of the resistance welding machine should be solid and dry, with stable and firmly installed equipment, reliable grounding, and well-insulated wires. When operating, protective goggles and insulated gloves must be worn, and workers must stand on insulating boards. Work sheds must be constructed with fireproof materials, and flammable or explosive materials must not be stored inside. Firefighting equipment must be available.
9. Protective barriers must be installed at the ends of cold-drawing winches. The cold-drawing area must have guardrails, barriers, and warning signs. Operators must stay at least 2 meters away from the rebar during operation, and unauthorized personnel must not loiter in the area.
10. Cold-drawn rebar must be securely clamped. The operator must give the start signal only after all personnel have left the danger zone. If sliding or other abnormal conditions occur during the stretching process, the machine must be stopped, the rebar relaxed, and then inspection or operation performed.
11. Cold-drawing machines must not use reverse switches. Braking devices must be in good condition, and cold-drawing clamps and winch ropes must be checked before use.
12. When cutting rebar with a cutting machine, the distance between hands and the blade must be at least 15 cm, and feeding must not be allowed when the moving blade advances.
13. When cutting short rebar with a length of less than 40 cm at the hand-holding end, use sleeves or clamps to hold the material instead of feeding it by hand.
