The "Notification of the General Office of the State Council on the Authority and Procedures for Interpreting Administrative Regulations" and the "Regulations on the Formulation Procedures of Administrative Regulations" stipulate that when relevant administrative departments encounter difficulties in interpreting specific applications of administrative regulations or when other departments have differing opinions on interpretations made by them, requiring the State Council for interpretation, the General Office of the State Council Legal Affairs Office is responsible for handling and providing interpretations. For major issues, the General Office of the State Council Legal Affairs Office may also propose opinions, which are submitted to the State Council for approval before being issued as interpretations.
In line with the spirit of the aforementioned notification and regulations, the General Office of the State Council Legal Affairs Office has conducted serious research on various legal issues encountered by local and departmental authorities in their practical work and has formulated replies in strict accordance with procedures. To assist relevant local and departmental authorities, legal research institutions, teaching units, and the general public in accurately understanding and implementing the specific application of administrative regulations, this book has systematically organized and published interpretive replies with certain general significance from the inquiries and replies of the General Office of the State Council Legal Affairs Office from 1998 to 2005. Additionally, to enable readers to more comprehensively, accurately, and efficiently resolve complex legal issues encountered in practice, this book also includes selected important legal inquiries and replies from the Legal Affairs Commission of the National People's Congress.
