Features: The 5th Plenary Session of the 16th Central Committee of the Communist Party of China emphasized that it is necessary to accelerate the construction of a resource-saving and environmentally friendly society, vigorously develop the circular economy, strengthen environmental protection efforts, effectively protect natural ecosystems, and seriously address prominent environmental issues that affect economic and social development, especially those that severely endanger people's health. It is essential to foster a resource-saving growth model and a healthy and civilized consumption pattern in the whole society. The Central Committee of the Party, taking into account the current situation, has for the first time identified the construction of a resource-saving and environmentally friendly society as a strategic task in the medium- and long-term plans for national economic and social development. This aligns with China's national conditions and meets the demands of the times, playing a significant role in fully implementing the Scientific Outlook on Development, continuously improving resource and environmental protection capabilities, achieving healthy and rapid economic development, and providing direction for China's "11th Five-Year Plan" period.
The relationship between the circular economy and environmental protection is as follows: addressing environmental pollution is treating the symptoms, while developing the circular economy is addressing the root cause. Developing the circular economy is a means, and building a resource-saving and environmentally friendly society is the goal. The process of achieving this goal is also an important part of realizing China's sustainable development and the great strategy of the peaceful rise of the Chinese nation. In short: the circular economy is one of the ideal means for achieving sustainable development.
Compared to some successful experiences from abroad and other provinces and cities in China, Zhejiang's circular economy is currently in the exploration, demonstration, and initial promotion stage. From the perspective of dialectical materialism and practice, any new thing must go through a process of growing from small to large, from few to many, and from weak to strong. When evaluating whether something has vitality, it is not only important to look at its current state but also more important to consider its future development prospects. It can be confidently said that developing the circular economy aligns with Zhejiang's current realities and will inevitably align with its future realities. This is the original intention behind compiling this book.
