To the river basin institutions, the water resource (water affairs) bureaus of provinces, autonomous regions, and municipalities directly under the Central Government, the water resource (water affairs) bureaus of cities designated as separate economic planning units, the Xinjiang Production and Construction Corps Water Bureau, and relevant design units in the water conservancy industry, China Hydropower Engineering Corporation, and the Armed Police Corps Water Conservancy Command: In 2002, the Ministry promulgated the "Budgetary Tariff for Hydraulic Engineering Construction," "Estimate Tariff for Hydraulic Engineering Construction," "Machine-Hour Fee Tariff for Hydraulic Engineering Construction," and the "Provisions for the Compilation of Preliminary (Estimated) Budgets for Hydraulic Engineering Design" under Document No. Shuizong [2002] 116. After several years of application, the Economic Tariff Station of Hydraulic Engineering Construction under the Ministry, based on extensive solicitation of opinions from relevant users and research on some construction sites, organized the preparation of the "Supplementary Tariff for Preliminary and Budgetary Estimates of Hydraulic Engineering," and made localized adjustments to some items of the tariffs promulgated under Document No. Shuizong [2002] 116. It has now been reviewed and approved for promulgation and shall take effect from the date of promulgation. The "Supplementary Tariff for Preliminary and Budgetary Estimates of Hydraulic Engineering" serves as a supplement to the 2002 edition of the "Budgetary Tariff for Hydraulic Engineering Construction," "Estimate Tariff for Hydraulic Engineering Construction," and "Machine-Hour Fee Tariff for Hydraulic Engineering Construction" and shall be used in conjunction with them. The Economic Tariff Station of Hydraulic Engineering Construction under the Ministry of Water Resources is responsible for interpreting the "Supplementary Tariff for Preliminary and Budgetary Estimates of Hydraulic Engineering." Any issues encountered during implementation should be reported to the Economic Tariff Station of Hydraulic Engineering Construction under the Ministry of Water Resources in a timely manner.

Preface
Since the promulgation of the "Budgetary Tariff for Hydraulic Engineering Construction," "Estimate Tariff for Hydraulic Engineering Construction," "Machine-Hour Fee Tariff for Hydraulic Engineering Construction" by the Ministry of Water Resources under Document No. Shuizong [2002] 116, and the "Estimate Tariff for Water Conservancy and Hydropower Equipment Installation Engineering" and "Budgetary Tariff for Water Conservancy and Hydropower Equipment Installation Engineering" by the Ministry of Water Resources under Document No. Shujiangguan [1999] 523 (hereinafter referred to as the "Series Tariffs"), they have played an important role in reasonably determining and effectively controlling the basic construction investment of water conservancy projects and improving investment efficiency. In February 2004, the Economic Tariff Station of Hydraulic Engineering Construction under the Ministry of Water Resources issued Document No. Shuizong Dingbian Zi [2004] 001, "Notice on Soliciting Opinions and Suggestions on the Use of the 'New Series Tariffs for Hydraulic Engineering'," to solicit the opinions and suggestions of relevant units. Based on the feedback, the Tariff Station held a special discussion meeting with relevant units and experts, and decided to supplement and partially revise the Series Tariffs. The supplementary tariffs mainly added items frequently used in recent years but not included in the original tariffs, with the preparation principles, presentation forms, and tariff levels remaining consistent with the Series Tariffs. The revised tariffs mainly reviewed the applicable scope, labor and machinery efficiency, and material consumption of individual tariffs. After review, the applicable scope of the tariffs was defined, labor and machinery efficiency was improved, and material consumption was reduced, making the tariffs more in line with actual engineering conditions. The general introduction and chapter introductions of the Series Tariffs promulgated under Document No. Shuizong [2002] 116 apply to the revised and supplementary tariffs.
