Features: The Fourth Plenary Session of the 16th Central Committee of the Communist Party of China resolved that it is necessary to "improve the social security system that integrates social insurance, social assistance, social welfare, and charitable undertakings." This is the first time in our Party's documents that the development of charitable undertakings has been explicitly recognized as an important component of the social security system. It is also the first time that the development of charitable undertakings has been elevated to the level of "extensively and fully mobilizing all positive factors to continuously improve the ability to build a socialist harmonious society." It is recommended to start with the social assistance management offices established in streets (townships) by the government, gradually transitioning them to be jointly managed by communities and charitable organizations through service procurement. This will enable the grassroots charitable organizations to assume dual functions: providing assistance to those in need and conducting community fundraising. Currently, the functions of vocational skill training for marginalized groups and regular material donations can be transferred to charitable organizations through service procurement, thereby supporting and promoting the development of social charitable causes. This symposium received more than 40 papers. Due to space constraints, only 28 of them have been compiled into this book.
