Features: ig">The second edition of this book, while maintaining the basic content of the first edition, has been revised by the editor-in-chief Zhu Liyu and authors Wan Qigang and Dong Zhenxiang in the following aspects based on the progress of China's socialist rule of law and the development of legislation both domestically and internationally: To achieve the legislative goal proposed at the 16th National Congress of the Communist Party of China to "form a socialist legal system with Chinese characteristics by 2010" and the need to build a harmonious socialist society, some new content has been added. For example, the relevant content of the "Legislative Planning of the Standing Committee of the National People's Congress for the 10th Session" has been included; another example is linking the issue of legislative coordination with the construction of a harmonious society. Second, based on the actual development of China's socialist political civilization, a new chapter titled "Legislative Democratization and Public Participation in Legislation" has been added. Democracy and the rule of law are inseparable, but how to integrate the two in legislation requires further research. Therefore, the second edition has added and enhanced content in this area. For example, the newly added chapter specifically discusses the legislative hearing system. Third, since the first edition of this book was published in September 2001, China has enacted, revised, and abolished some laws, regulations, and rules related to legislative issues. Accordingly, the book has been modified to align with the new legal provisions. For example, the State Council promulgated and implemented the "Regulations on the Procedure for Formulating Administrative Regulations" and the "Regulations on the Procedure for Formulating Rules" starting from January 1, 2002; accordingly, the content on the "Formulation Procedures for Administrative Regulations and Rules" in the first edition has been revised. Fourth, some minor textual errors in the first edition have been corrected; at the same time, certain data cited in the first edition have been updated. For example, the statistics on China's legislative output have been updated to the end of 2005. In summary, the revisions to the second edition are aimed at better aligning with and reflecting the actual legislative practices in China, as well as more accurately reflecting the development of legislative theories both domestically and internationally. We sincerely hope that readers and scholars will provide suggestions and opinions to further advance the field of legislative studies in China.
