The construction of the social security legal system is a matter affecting the reform process and concerns all citizens. Whether it is expanding the coverage of social insurance, increasing the collection rate of social insurance premiums, improving the unemployment insurance system, or promoting the social management and service of old-age insurance, reforming the expenditure model of public medical expenses, or transforming the role of social relief—all these require the regulation of the social insurance law. In the current social security legal system of China, there is still no social security or social insurance law. It has become an urgent task to improve the legal system for social security and regulate social issues such as childbirth, illness, old age, occupational injury and relief, preferential treatment, and social welfare in accordance with the law. In view of this, the book focuses on the attention and reflection on practical issues under the premise of considering the basic requirements of textbook development. For the main issues of the social security legal system, the textbook discusses the current status of the issue after reviewing its historical evolution. Based on the previous edition of the textbook, this book has been comprehensively revised according to the new developments in the discipline and related theories, involving the following new issues: 1.
