One ovary is normal but the fallopian tube is blocked

Patient's question:

One follicle is 1.0 and no longer growing, while the other follicle is normal but the fallopian tube is blocked. What should I do?
First follow-up question: Could you please explain why one follicle is normal while the other is not? Does abnormality imply that the endocrine system is divided into left and right sides? I don’t understand.
Thank you for your guidance!

Doctor's answer:

If both of your fallopian tubes are unobstructed, I don't think this would be a problem. However, if one side is blocked, it hinders the normal growth of the follicle.
