Features: The two main themes highlighted in this book are:
1. Each time the federal government formulates policies, it has not fully considered the impact of economic globalization and domestic industrial structure changes on the labor market. The debates primarily involved the Keynesian school and the monetarist school, as well as federalists and states' rights advocates. As a result, the bills passed in the end did not integrate the design and implementation of various programs with macroeconomic conditions.
2. In analyzing the emergence, evolution, policy objectives, management models, and effectiveness of federal policies, the author's primary question was how to formulate more effective policies in the future. The author believes that, at the micro level, various federal programs have, to some extent, improved the short-term employment capacity of workers and increased their income.
