Will a woman get pregnant if her hymen is not broken?

I had my period on the 16th of last month. On the 26th of last month, I started living with my boyfriend. We did not engage in any sexual activity, and both were wearing underwear. There was some contact between us while wearing underwear—he touched my private area with his hand, and it may have touched my hymen. My boyfriend did not ejaculate either.
