On this basis, to more objectively reflect the diversity of academic views, the book maintains the original perspectives and writing styles of the authors while ensuring necessary formatting consistency. It should be noted that the chapter titled Macroeconomic Control: The Effective Combination of Policies is included separately primarily because the reform of the special economic zones is closely intertwined with macroeconomic control in recent years. Reform is a great undertaking and a continuous process, not something that can be achieved overnight. The reforms of 2005 had a significant impact on initiating the "11th Five-Year Plan" reforms, while 2006 marked the beginning of the breakthrough phase of the "11th Five-Year Plan" reforms. Therefore, while briefly evaluating the 2005 reforms, the "General Theory" focuses on elaborating the overall approach to the breakthrough phase of reforms during the "11th Five-Year Plan" period. The subsequent chapters are organized by topic. For enhanced readability, each section of the report maintains internal coherence while remaining independently structured.
