1. The China Economic and Trade Yearbook (2005) (hereinafter referred to as "The Yearbook") is supervised and organized by the State Economic and Trade Commission (SETC), compiled by the Editorial Committee of The Yearbook, with Li Rongrong, Director of the SETC, serving as the Chairman of the Editorial Committee and Chief Editor.
2. This Yearbook is a comprehensive and objective toolbook and reference publication that details and evaluates the operational status of China's economy and trade in 2004, as well as the reform and development of major industries and enterprises. It provides significant reference value for understanding and mastering the achievements of China's economic and trade reform and development, guiding the work of the following year.
3. The Yearbook integrates policy, practicality, guidance, and reference, aiming to showcase regional economic characteristics and highlight industry-specific features. It features detailed data and rich content. The target readers include: (1) the national economic and trade system and relevant industry management departments; (2) production and trade enterprises; (3) research institutions, libraries, and archives.
4. The Yearbook consists of seven sections.
Section 1: Important Economic Documents. It includes summaries of the government work report delivered by Premier Wen Jiabao at the Third Session of the 10th National People's Congress and the report presented by Comrade Ma Kai at the same session.
Section 2: Economic Operations and Enterprise Reform and Development Report. This section invites relevant national ministries and commissions to analyze and comment on China's economic operations and the status of enterprise reform and development in 2004.
Section 3: Industry Reform and Development Report. It publishes the operational status of 15 industries in 2004, along with relevant statistical data.
Section 4: Economic and Trade Development Overview of Provinces, Municipalities, and Autonomous Regions. It invites the economic and trade commissions, commercial departments, and related institutions of 31 provinces, autonomous regions, municipalities directly under the Central Government, the Xinjiang Production and Construction Corps, five planned single-track cities, and nine sub-provincial cities to comment on the industrial economy, enterprise reform, and domestic and foreign trade development in their respective regions in 2004. Data is provided by the National Bureau of Statistics, with 13 key economic indicators listed for each province, autonomous region, and municipality.
Section 5: Introduction to Key (Backbone) Enterprises. It presents over 100 key (backbone) enterprises in a (visual and textual) format, showcasing their operational and developmental status and experiences.
Section 6: China Economic and Trade Statistical Data. It selects macro statistical data closely related to economic and trade. It focuses on publishing key production and operational indicators of all state-owned enterprises and non-state-owned industrial enterprises with annual sales revenue of 50 million RMB or more.
Section 7: Appendix. It includes the ranking of the business performance of foreign trade import and export, machinery, chain stores, building materials, petrochemicals, electronic information enterprises, as well as important reference information such as the list of 1,000 enterprise groups with annual operating income exceeding 500 million RMB in 2004.
5. The national statistical data covered in this Yearbook does not include Hong Kong, Macao, and Taiwan regions. The statistical data in Sections 4 and 6 is primarily provided by the National Bureau of Statistics. Due to differences in statistical criteria and methods, if there are discrepancies between industry or regional statistics and the data in the two sections, the data from the National Bureau of Statistics shall prevail.
