Features: According to incomplete statistics, since 1996, public security organs across the country have confiscated over 2.3 million illegal firearms (including 18,000 military-style weapons), 8.81 million kilograms of explosives, 18.68 million detonators, and 10.13 million meters of fuses; over 10,000 cases of illegal manufacturing and sale of firearms and explosives have been cracked. Since 1999, over 19,000 cases of illegal manufacturing and sale of explosive materials have been cracked. The rampant crimes involving firearms, explosives, dangerous substances, and hazardous materials have caused significant adverse impacts on the lives and property safety of the people in our country. To better combat crimes related to firearms, explosives, dangerous substances, and hazardous materials and tighten the criminal justice net, the fifth session of the eighth National People's Congress passed the revised Criminal Law, further improving the provisions on crimes involving firearms, explosives, dangerous substances, and hazardous materials. From Article 125 to Article 130, there are six articles, including nine offenses, namely: the crime of illegally manufacturing, selling, transporting, mailing, or storing firearms, explosives, and dangerous materials (Article 125, Clause 1), the crime of illegally manufacturing, selling, transporting, or storing dangerous substances (Article 125, Clause 2), the crime of illegally manufacturing or selling firearms in violation of regulations (Article 126), the crime of stealing or snatching firearms, explosives, dangerous substances, and hazardous materials (Article 127, Clause 1), the crime of robbing firearms, explosives, dangerous substances, and hazardous materials (Article 127, Clause 2), the crime of illegally possessing or concealing firearms and explosives (Article 128, Clause 1), the crime of illegally renting or lending firearms (Article 128, Clause 2), the crime of failing to report lost firearms (Article 129), and the crime of illegally carrying firearms, explosives, controlled knives, and dangerous items, endangering public safety (Article 130).
