Features: As we mentioned in the previous edition, the initial version of this book was written about 30 years ago by Peter Bailey and David Farmer. At that time, it might have been one of the few (perhaps no more than 10) professional books on purchasing and supply. We have said that this field has many classic books, and purchasing and supply chain management have been regarded as a crucial strategic activity by those concerned with organizational management, as well as important academic principles. More and more university professors are dedicating themselves to this field. Now it can be more confidently stated that the number of books in this field, just like the interest of academia and practitioners in it, is continuously growing. This can be verified by the increasing number of undergraduate and graduate purchasing degrees offered in higher education institutions. As we said before, the visionary and pioneering work undertaken by Peter Bailey and David Farmer was entirely correct, and their dedication to this work reflects their beliefs to some extent. Without continuous updates, this book might have been outdated long ago. We are releasing this new edition with the aim of continuing this spirit of constant innovation. It should be noted that this change is gradual, so we have tried to balance the new ideas in this field with proven and recognized views and conventions. This book is not the kind that "can change your life just by reading it." We hope it is a book that fully reflects the current situation, comments on possible future developments, and provides in-depth insights into the evolution of thoughts and practices. The revision of the 9th edition includes the rewriting of some chapters and more updated content. We would like to express our special thanks to Alexis Brooks of CIMA and David Moore of Cranfield University for revising the section on government procurement and public services in Chapter 17. We also want to thank Neil Fuller, the examiner of CIPS, for his help and suggestions, as well as his support for the material on the "quality" theme. Readers will also notice a new feature in previous editions: the inclusion of "case studies" within the articles, demonstrating how the main themes are reflected in practical supply management. As always, this book is divided into four parts. Part 1, on objectives and organization, includes Chapters 1 to 4, covering the scope and development of purchasing activities, related strategic issues and considerations, purchasing structure and organization, and the management aspects of purchasing activities. Part 2 includes Chapters 5 to 10, focusing on key purchasing variables such as quality, quantity, time, source, price, and negotiation. Part 3 includes Chapters 11 to 17, focusing on important purchasing activities and applications, as well as the relevant procedures for purchasing in specific markets or economic sectors. The final part includes Chapters 18 and 19, covering systems and controls, including an evaluation of guidelines for purchasing research. We sincerely hope this book continues to attract professionals in the industry and academic circles. We have tried to strike a balance between the demand for purely academic books and the need for managers to concisely explain theories.
