Features: On October 2005, the 16th Plenary Session of the 5th Central Committee of the Communist Party of China adopted the "Proposal of the CPC Central Committee on Formulating the 11th Five-Year Plan for National Economic and Social Development." It made a comprehensive plan for the construction of a harmonious society from six aspects: "democracy and the rule of law, fairness and justice, integrity and friendship, vitality, order and stability, and harmony between humans and nature." It placed great importance on "democracy and the rule of law" and made improving China's economic legal system and enhancing the popularization of economic law one of its key policies. Five years after China's entry into the World Trade Organization, the "11th Five-Year Period" saw the market economy entering a new stage of comprehensive advancement and targeted breakthroughs. The defining feature of this new stage is the unification of market economy development and legal system construction, with a focus on using legal means to guide, promote, and ensure the smooth progress of market economy development. This requires accelerating the pace of economic legislation and revising and improving China's economic legal system. On the other hand, it requires all types of managers in China to learn how to use economic legal tools to manage enterprises and other affairs. "Market Economy Order Rules" include legal knowledge such as the Contract Law, Industrial Property Law, Advertising Law, Anti-Unfair Competition Law, and Consumer Rights Protection Law.
