Features: In 2005, to thoroughly implement the important directives of the central government on strengthening independent innovation, and to better formulate policies to promote the construction of regional independent innovation capabilities, the Ministry of Science and Technology organized relevant research forces. From the perspective of long-term development in accelerating regional structural adjustments and industrial upgrading, some policy recommendations are proposed to promote the enhancement of regional innovation capabilities.
