The Basic Concepts part covers chapters 1–5, primarily summarizing the concept, system, characteristics, functions, and principles of social security, the development and evolution of social security systems, basic theories of social security, the collection, payment, budgeting, and investment operations of social security funds, as well as the development of social security systems and legal frameworks. The Systems part covers chapters 6–12, detailing the basic principles, specific systems, and reform situations of old-age insurance, medical insurance, unemployment insurance, industrial injury and maternity insurance, social assistance, social welfare, and military personnel social security.
