Features: The National Unified Entrance Examination for Master of Laws Professional Degree is a selective examination uniformly implemented by pilot institutions for the Master of Laws Professional Degree. The objective of the training program is to cultivate a large number of applied and composite legal talents with both professional knowledge and legal expertise, capabilities, and qualities. It aims to scientifically regulate the enrollment, training, and cultivation process of Master of Laws Professional Degree, further improve China's training structure and degree system for high-level legal talents, and enable legal graduate education to meet the diverse urgent needs of high-level legal talents in various fields of legal practice, political life, economic life, and social life. Strengthening the assessment of relevant abilities and development potential for legal work is a prominent feature and fundamental working approach of the examination. In response to China's socialist market economy and the rule of law for high-level applied legal talent needs, the 13th meeting of the State Council Academic Degrees Committee in 1995 approved the report on establishing the Master of Laws Professional Degree. In June 1999, the Office of the State Council Academic Degrees Committee and the Legal Education Department of the Ministry of Justice forwarded the "Guiding Training Program for Master of Laws Professional Degree Postgraduate Students" revised by the Secretariat of the National Education Guidance Committee for Master of Laws Professional Degree. In 2005, the joint examination of the pilot institutions for the Master of Laws Professional Degree was implemented for the first time. The Master of Laws Professional Degree postgraduate education does not admit undergraduate graduates of law (including those with equivalent qualifications) but only admits non-law graduates with a university undergraduate degree (or equivalent qualifications) from the national education system. The reason for this measure is that the Master of Laws Professional Degree education is an important channel for cultivating high-level applied and composite legal talents, and increasing the cultivation of applied and composite talents is a major task of legal graduate education. This reform measure is beneficial in maximizing the social benefits of legal higher education resources, maximizing the special educational function and role of the Master of Laws Professional Degree, and also facilitating the organizational work of pilot institutions in the training process. For law undergraduate graduates, it is encouraged to apply for postgraduate studies in law. Employees who meet the conditions can apply for part-time studies for the Master of Laws Professional Degree. The Master of Laws joint examination includes two subjects: Professional Foundation (including Criminal Law and Civil Law) and Comprehensive Subjects (including Jurisprudence, Constitutional Law, and Chinese Legal History), each worth 150 points. Currently, 39 universities have been approved by the Ministry of Education to admit Master of Laws students, and the number of applicants has been increasing year by year. The Ministry of Education decided that starting from 2004, the work of the Master of Laws professional subjects joint examination would no longer be handled by the National Education Guidance Committee for Master of Laws Professional Degree but would instead be taken over by the National Education Examination Center, marking a new phase for the Master of Laws joint examination. According to the requirements of the National Education Examination Center, the Master of Laws joint examination not only assesses candidates' legal knowledge but also their ability to apply basic knowledge and principles of related disciplines, accurately use legal language, and demonstrate legal thinking skills such as logical analysis, reasoning, and argumentation.
