Features: At the 5th Plenary Session of the 16th Central Committee of the Party, the Central Committee explicitly stated: "Building a new socialist countryside is a major historical task in the process of China's modernization. It should be advanced steadily and solidly in accordance with the requirements of developing production, improving living standards, fostering a civilized rural atmosphere, achieving tidy village environments, and implementing democratic management. We must coordinate urban and rural economic and social development, promote the construction of modern agriculture, comprehensively deepen rural reforms, vigorously develop rural public services, and do everything possible to increase farmers' income." Legal issues are important in the construction of a new socialist countryside. In response to the Central Committee's call to build a new socialist countryside, we have organized scholars and professionals who are concerned with agriculture, rural areas, and farmers' interests to select legal issues frequently encountered in farmers' daily lives and compile this series of "Legal Guidance Series for the Construction of a New Socialist Countryside." The purpose of planning this series is to be close to farmers, close to life, solve problems, safeguard farmers' legitimate rights and interests, raise farmers' legal awareness, and contribute our modest efforts to the construction of a new socialist countryside and the building of a harmonious society.
