Features: To adapt to social development and meet social needs, our legal textbooks must keep pace with the times and promptly reflect the important laws enacted and amended by China's legislative bodies since 1996, as well as new judicial interpretations issued by the judiciary. They should also incorporate the latest academic research findings in the field over the past decade. Therefore, the editorial committee of this book has revised the original version. Compared to the 1996 edition, the main additions, modifications, and improvements are as follows:
1. Additional academic viewpoints have been added to reflect new research findings. For example, issues related to expropriation, administrative orders, and administrative compensation.
2. Content from the Civil Servant Law has been added, primarily reflected in Chapter 2.
3. Content from the Legislation Law, the Regulations on the Formulation Procedures of Administrative Regulations, and the Regulations on the Formulation Procedures of Administrative Rules has been added, primarily reflected in Chapter 4.
4. Content from the Administrative Licensing Law has been added, primarily reflected in Chapter 5.
5. Content from the Administrative Reconsideration Law has been added, primarily reflected in Chapter 11.
6. Several new judicial interpretations have been added, primarily reflected in Chapter 12.
7. Judicial case examples have been included, providing relevant updates and information.
It is well known that China's legal system has developed rapidly. In March 2004, the State Council issued the Outline for Comprehensively Promoting Rule of Law in Administration, and the supreme legislative body has included the formulation of the Administrative Compulsion Law and the Administrative Procedure Law in the five-year legislative plan for the 10th National People's Congress. The State Compensation Law and the Administrative Litigation Law will also be revised and improved. We believe that as China's rule-of-law construction continues to develop, administrative law, as an important branch of legal studies, will also achieve new research progress.
