Luo Yun, male, was born in Luyi County, Henan Province, in July 1965. He graduated from the Education Department of Northwest Normal University in 1989, earning a Bachelor's degree in Education. In the same year, he was assigned to work at Tianshui Normal University. From September 1996, he successively pursued graduate studies at Shaanxi Normal University and Huazhong University of Science and Technology. He obtained a Master's degree in Education in 1999 and a Doctorate in Education in 2002. In October 2003, he joined the Postdoctoral Research Station of Nanjing University of Science and Technology for postdoctoral research. He is currently the Dean of the School of Education at Tianshui Normal University and an Associate Professor, primarily engaged in research on higher education management. He has compiled two textbooks, published more than 20 papers, and has led or participated in the completion of 9 national, provincial, and prefectural-level research projects. His representative works include: "The Implementation Forms of 'Publicly Financed' in Higher Education Should Be Diversified," "Clarifying Some Confused Understandings About the Credit System," "On the Discipline Layout of Multi-Campus Universities," "Reflections on the Relationship Between Three Major Construction Areas: Disciplines, Majors, and Courses," and "Beware of Several Misunderstandings in Discipline Construction of Key Universities in China."
