Based on the practical issues encountered during the drafting and review process, they provided relatively comprehensive and accurate explanations for each article in order to reflect the legislative intent. Additionally, they carefully selected relevant laws, administrative regulations, departmental rules, and regulatory documents related to the study and implementation of the "Special Provisions" as part of this book. This book can serve as a reference for legal study and research for government officials at all levels, safety production supervision departments, and supervisory agencies. It can also be used as a designated textbook for safety production education and training for personnel in safety production supervision departments and coal mine production and operation enterprises.
