Since the study of public policy is still in its early stages, many domestic researchers and practitioners hold differing views on the distinctions and connections between concepts such as policy science, policy research, and policy analysis. These issues may require long-term, detailed, and in-depth academic debates and practical testing to reach a common understanding. However, regarding the role or function of public policy in social life, its fundamental status and attributes are clear: first, public policy is a discipline with a unique object, content, and structure; second, public policy is a multi-factor system with complex elements and relationships; third, public policy is an output of the political system, with reasonable levels and structures; fourth, public policy is a dynamic process with objective stages and cycles; fifth, public policy is an operational technique with special models and methods. Therefore, based on the above understanding, we will introduce modern public policy from five aspects: political science, political systems, policy structures, policy processes, and policy analysis. These five aspects are suitable for policy researchers, policy decision-makers, policy planners, policy implementers, and policy analysts.
