In early 2004, the Ministry of Transport decided to implement a nationwide highway safety assurance project themed "Eliminating Hidden Dangers, Cherishing Life." To further implement the spirit of the Party Central Committee and the State Council's directives "Public Service and People-Oriented Governance" and "Building a Harmonious Society," the Shandong Provincial Highway Department seized the opportunity of the Ministry's safety assurance project to aim for the comprehensive improvement of highway service levels in Shandong. Building on this foundation, the department expanded the scope and enriched the content, proposing the new concept of the "Shandong Provincial Highway Safety Assurance System Project" and organizing the writing of this book.
This book primarily addresses safety issues on highways, focusing on three levels: providing a safe driving environment for users, ensuring a safe working environment for maintenance, and safeguarding highway facilities. It proposes specific recommendations for comprehensive treatment through engineering, maintenance, and management measures, covering aspects such as daily maintenance, major and medium repairs, bridge maintenance, highway safety assurance, expressway safe operation, and maintenance management under special conditions. For key areas prone to or causing accidents, it standardizes and improves aspects such as maintenance zone layout, construction site management, and on-site control. For vulnerable sections like accident-prone stretches on trunk highways, special bridges (dangerous bridges, narrow bridges, and single-slab separated bridges), overpasses, bridge approaches, and barriers, it provides detailed specifications on traffic sign installation, road marking, and crash prevention facility improvements. For key sections on expressways, such as large bridges, high embankments, long-distance slopes, and accident-prone areas, it emphasizes strengthening traffic control, enhancing crash prevention facilities, and adding signs and markings.
The writing of this book lays a solid foundation and provides technical support for the future implementation of highway safety assurance projects in Shandong. It also aims to assist and serve as a reference for all highway professionals. This book was compiled strictly adhering to national and Ministry of Transport safety standards and regulations, based on a comprehensive summary of Shandong's highway safety management experience. It was thoroughly discussed, carefully organized, and meticulously written by a team of technical experts. Chapter 5, in particular, further refines, supplements, and improves upon the "Technical Guidelines for Highway Safety Assurance Project Implementation (Trial)" issued by the Ministry of Transport.
