Features: On January 6, 2006, General Secretary Hu Jintao of the Communist Party of China delivered an important speech at the 6th Plenary Session of the Central Commission for Discipline Inspection, which is a programmatic document guiding the Party's construction. It profoundly elaborates on the significance of studying and implementing the Party Constitution under the new historical conditions and clearly proposes that learning, abiding by, implementing, and safeguarding the Party Constitution should be regarded as a major task for the entire Party and must be grasped firmly. It also puts forward clear requirements for thoroughly studying and implementing the Party Constitution. On January 25, 2006, the Central Commission for Discipline Inspection, the Central Organization Department, and the Central Propaganda Department jointly issued a notice, calling for serious study and implementation of General Secretary Hu Jintao's important speech at the 6th Plenary Session of the Central Commission for Discipline Inspection, and for effectively implementing the study and implementation of the Party Constitution, comprehensively advancing the great new project of Party construction, and providing strong guarantees for implementing the scientific development concept, building a socialist harmonious society, and comprehensively building a moderately prosperous society. In coordination with this learning campaign, we have organized scholars engaged in the theory of Party construction and the study of the Party Constitution to compile this supplementary reading material, based on the spirit of General Secretary Hu Jintao's speech and the new Party Constitution adopted at the 16th National Congress, combined with Comrade Wu Guanzheng's work report. We hope it will provide helpful assistance to this learning campaign.
