Features: To implement the "Environmental Noise Pollution Prevention and Control Law of the People's Republic of China," prevent motorcycle noise pollution, promote the sustainable development and technological advancement of the motorcycle manufacturing industry, this standard has been formulated. This standard has been revised and adopted based on ECER9 "Uniform Provisions Concerning the Approval of Noise Emission of Three-Wheeled Motorcycles," ECER41/02 "Uniform Provisions Concerning the Approval of Noise Emission of Two-Wheeled Motorcycles," ECER63 "Uniform Provisions Concerning the Approval of Noise Emission of Mopeds," and 97/24/ECC9 "Supplementary Provisions Concerning the Approval of Noise Emission of Motorcycles." The degree of consistency with ECER9 "Uniform Provisions Concerning the Approval of Noise Emission of Three-Wheeled Motorcycles," ECER41 "Uniform Provisions Concerning the Approval of Noise Emission of Two-Wheeled Motorcycles," ECER63 "Uniform Provisions Concerning the Approval of Noise Emission of Mopeds," and 97/24/ECC9 "Supplementary Provisions Concerning the Approval of Noise Emission of Motorcycles" is partially equivalent. The main differences are as follows:
── The format has been uniformly arranged for two-wheeled motorcycles, two-wheeled mopeds, and three-wheeled motorcycles according to Chinese conventions;
── Some expressions applicable to international standards have been revised to be applicable to Chinese standards;
── The stationary noise measurement method has been incorporated into "Stationary Noise Emission Limits and Measurement Methods for Motorcycles and Mopeds."
This standard replaces the acceleration noise emission limits part of GB16169-1996 and the acceleration noise emission measurement method part of GB/T4569-1996. Compared with GB16169-1996 and GB/T4569-1996, the main changes are as follows:
── The engine displacement basis for classifying motorcycle acceleration noise emission limits has been adjusted;
── The acceleration noise emission limits for mopeds are classified according to their design maximum speed;
── The noise emission limits for three-wheeled vehicles are listed separately;
── At the same time, production consistency inspection requirements are proposed.
── Revisions have been made to the background noise;
── Changes have occurred in the measurement value requirements;
── Requirements for exhaust muffler systems equipped with fiber acoustic absorption materials have been specified;
── Requirements for the test road surface for noise measurement have been specified, which is identical to the provisions in ISO10844:1994 "Specifications for Test Road Surfaces for the Measurement of Noise Emitted by Road Vehicles," effective from July 1, 2005.
Appendix A and Appendix B of this standard are mandatory appendices, and Appendix C is an informative appendix. This standard is the fourth revision. The historical versions of the standards it replaces are as follows:
── GB5467-85, GB4569-84, GB/T4569-1996, GB16169-1996, GB4569-2000, GB16169-2000.
According to relevant legal provisions, this standard has the force of law. This standard has been proposed by the Technology and Standardization Department of the National Environmental Protection Administration.
The drafting units of this standard are: National Motorcycle Quality Supervision and Inspection Center, Shanghai Motorcycle Quality Supervision and Inspection Institute, China Group, and China Chaling Industrial Co., Ltd. (Group).
This standard has been approved by the National Environmental Protection Administration on April 5, 2005.
This standard shall come into effect on July 1, 2005, and GB5467-85, GB4569-84, GB/T4569-1996, GB16169-1996, GB4569-2000, and GB16169-2000 shall be revoked simultaneously.
This standard is interpreted by the National Environmental Protection Administration.
