Emission Standard of Air Pollutants for the Cement Industry

Features: To implement the "Air Pollution Prevention and Control Law of the People's Republic of China," control air pollutant emissions in the cement industry, promote industrial restructuring in the cement industry, and formulate this standard. This standard replaces GB4915-1996 "Emission Standard of Air Pollutants for Cement Plants" according to the following dates:
— New production lines: Effective from January 1, 2005;
— Existing production lines: Effective from July 1, 2006.
Compared to GB4915-1996 "Emission Standard of Air Pollutants for Cement Plants," the main modifications to this standard are as follows:
— The scope of application of the standard is expanded to the entire production process of the cement industry: it not only includes cement manufacturing (including grinding plants) but also includes mining and on-site crushing. Mining and on-site crushing no longer comply with GB16297-1996 "Comprehensive Emission Standard of Air Pollutants" according to the standard's provisions. The standard name is accordingly changed to "Emission Standard of Air Pollutants for the Cement Industry";
— Particle emission requirements for cement product production are added;
— Emission limits for rotary kilns and shaft kilns are unified;
— Emission limits are no longer specified based on ambient air quality functional zones;
— For existing production lines, different emission limits are no longer specified based on different establishment times. The standard for existing production lines is unified, and a compliance transition period is set; further stricter emission standards are imposed on new production lines;
— Emission requirements for hazardous waste incineration in cement kilns are added;
— Environmental protection-related management provisions are added, and provisions on synchronous operation rate and stack height are revised;
— Requirements for installing continuous emission monitoring devices on stacks of cement kilns and other thermal equipment are added;
— Provisions related to the implementation of the standard are added.
According to relevant legal provisions, this standard has the force of law. The previous versions replaced by this standard are: GB4915-85, GB4915-1996.
This standard was proposed by the Science and Technology Standards Department of the State Environmental Protection Administration.

This standard was approved by the State Environmental Protection Administration on December 29, 2004.
This standard shall come into effect on January 1, 2005.
