Features: Most environmental pollution accidents in China are caused by chemicals during production, storage, transportation, use, and disposal, due to fires, explosions, leaks, and improper management. Among these, the frequent occurrence, complexity of handling, and severe harm to human health and the environment posed by hazardous chemical pollution accidents are particularly prominent. To enhance the emergency response capabilities for sudden environmental pollution accidents, especially hazardous chemical pollution accidents, this "Environmental Emergency Handbook" has been compiled for reference by environmental protection departments at all levels when dealing with sudden toxic and harmful chemical pollution accidents. The data in the main text of the "Handbook" is sourced from authoritative safety manuals and national standards, while the appendices, in addition to conventions, national laws, and regulations, include other content selected from research resources outside the country, all of which can be found in relevant literature. The data and methods in this "Handbook" are only for reference in the absence of professionals and decisions should be based on on-site monitoring data and professional opinions.
