1. The legal norms included in this book consist of laws, regulations, and some rules, as well as legal interpretive documents.
2. The content of this book is a continuation of The Legal Collection of the People's Republic of China (Volume 20), covering laws, regulations, rules, and legal interpretive documents issued by the National People's Congress and its Standing Committee, the State Council and its affiliated departments, the Supreme People's Court, and the Supreme People's Procuratorate from January to April 2004.
3. Before publication, due to various reasons, some regulations, rules, and judicial interpretations from 2003 (September 2) that were not included in The Legal Collection (Volume 20) have been supplemented.
4. The internal arrangement within each section of the book is as follows: laws, regulations and rules, and legal interpretive documents. However, for the interpretation of a specific law or regulation, or for supplementary content related to a rule or legal interpretive document, due to their close relevance, the arrangement deviates from the above principle and is placed after the respective law, regulation, rule, or legal interpretive document for easier reference.
5. Documents such as the Presidential Decrees of the People's Republic of China, the State Council Decrees of the People's Republic of China, and related notices issued for the promulgation of specific laws, regulations, rules, and legal interpretive documents are not included if they do not contain substantive legal provisions.
6. For the convenience of legal researchers to comprehensively understand the development of China's legal system from a longitudinal perspective and for easy reference, a chronological index is appended at the end of the book.
