The third part consists of chapters 4 to 8, and the fourth part consists of chapter 9. The second major part can be further divided into four smaller parts: Chapter 10 is the first part, which respectively studies the purpose, function, and basic principles of administrative litigation law. For the basic principles, this chapter does not provide a comprehensive discussion but instead focuses on selecting the most important ones that have a decisive meaning for the entire administrative litigation system, such as the "principle of legality review," and conducts an in-depth analysis and explanation. Chapters 11 to 16 form the second part, and chapter 17 is the third part. The fourth part consists of chapter 18.
