The research methodology adopted is generally a comparative study of the history of human civilizations by Toynbee, while the analysis and theory of the three levels of international politics by Waltz are also used in each chapter. There have been many achievements in studying the relationship between culture and human behavior, but only a few examples are listed here. However, it is a relatively new phenomenon to study the impact of culture on state behavior and international relations in the field of international relations. Since humans began to study interstate relations, cultural factors have always been ignored, and the focus of research has always been on the interactive relationship between states competing for power and wealth. Based on the summary of previous research achievements, the author attempts to analyze the history of international relations from a cultural perspective, look ahead to the future of international relations, and draw the conclusion from the analysis of historical facts that culture is an indispensable factor affecting state behavior, as well as the nature, structure, and interactive patterns of the international community.
