The selected diseases in this "Routine" are common and frequently occurring conditions. The listed syndromes are coded according to the classification and coding principles of the "TCM Syndrome Classification and Coding" compiled by the National Administration of Traditional Chinese Medicine, facilitating TCM case management and promoting the improvement of TCM medical quality. The writing principles of this "Routine" are: adhering to the TCM direction, implementing the strategy of integrating TCM and Western medicine; respecting the "TCM Clinical Diagnosis and Treatment Techniques for Diseases" of the "National Standards of the People's Republic of China," and referring to the "TCM Syndrome Diagnosis and Treatment Efficacy Standards" of the "TCM Industry Standards of the People's Republic of China," with a focus on common and frequently occurring conditions. Combining with the actual situation of Shanghai, it emphasizes the practicality of clinical diagnosis and treatment. In terms of writing style, starting from clinical practice, it includes a section on disease name annotations to help medical personnel understand the national standards and TCM industry standards, facilitating reference and implementation. The structure of this "Routine" is divided into five parts: diagnostic basis, syndrome classification, treatment plans, efficacy evaluation, and disease name annotations. The diagnostic basis, syndrome classification, and efficacy evaluation are basically formulated according to the "TCM Syndrome Diagnosis and Treatment Efficacy Standards" promulgated by the National Administration of Traditional Chinese Medicine. The formulation of treatment plans adheres to the principle of "prioritizing TCM, using Western medicine only when necessary," with a scientific and realistic attitude. For some stages of a few diseases, effective Western medicine treatments are adopted. According to the relevant notices of the Shanghai Municipal Health Bureau, TCM hospitals at all levels in Shanghai and comprehensive TCM departments should, as a rule, follow this "Routine" for diagnosis and treatment in clinical practice.
