Developing rural youth human resources means transforming traditional agriculture and breaking free from the constraints of small-scale farming; establishing a model for rural youth human resource development means creating a management system and development mechanism suitable for transforming traditional agriculture. ——— Based on the author, this report focuses on rural youth aged 15-35 as the research subjects, starting from the actual conditions of rural China, grounded in China's national, agricultural, and folk realities, and conducts a systematic study of rural youth issues in the new era. By examining the situation, background, and objective needs of rural youth human resources in the new era, it objectively analyzes the roles, status, and missions of rural youth in the new era. Through an analysis of the current state of rural youth human resource development in the new era, it objectively elaborates on the problems and dilemmas faced by rural youth human resource development in the new era. By revealing the content of rural youth human resource development and drawing on useful international experiences in human resource development, it ultimately proposes directions, priorities, approaches, and models for rural youth human resource development at all levels. It then further proposes management systems and operational mechanisms suitable for this development strategy, as well as long-term safeguard mechanisms that correspond to these management systems and operational mechanisms. This report cites some survey case reports, vividly and concretely demonstrating the living conditions and development status of rural youth in China in the new era.
