Features: On the 10th anniversary of the implementation of the "Arbitration Law of the People's Republic of China," the relevant leaders in charge of arbitration work from the General Office of the State Council for Law and Regulation spearheaded the compilation of the "Research on Arbitration Marketing and Management" series of books, initiated by the Changsha Arbitration Commission and Shanghai Chizhong Economic Research Institute. The editing and publication of the series hold significant theoretical and practical importance for the "secondary entrepreneurship" of arbitration. "Secondary entrepreneurship" refers to the process following the "primary entrepreneurship." In the 1990s, the construction of a socialist market economy urgently required political systems and legal systems to adapt accordingly. The promulgation and implementation of the "Arbitration Law" were precisely in line with the laws of social development. Due to the transplantable nature of arbitration legal systems, it remains a relatively new phenomenon in China, with society lacking sufficient understanding and recognition of it. Therefore, during the initial stages of promoting the arbitration legal system, it was necessary to generate support from the government. Indeed, the strong support of the government has played a significant role in advancing the arbitration awareness and work standards across society. As the arbitration legal system continues to be implemented, new contradictions and issues have inevitably emerged. Some arbitration institutions have become overly reliant on the government, and certain arbitration staff exhibit a severe sense of dependency, which has severely hindered the smooth progress of the "secondary entrepreneurship" of arbitration.
