Features: The rich are too rich, and the poor are too many; the concept of prioritizing efficiency needs a comprehensive reevaluation. The income gap, equal opportunity, and the blind worship of GDP face profound scrutiny. At the 15th National Congress of the Communist Party of China, our understanding was still limited to "constantly improving the material and cultural living standards of urban and rural residents as the starting point and goal of economic development." After the 16th National Congress proposed "promoting the all-round development of the people," the 16th National Congress further proposed the major idea of "people-centered development." The 16th National Congress of the Communist Party of China further emphasized the "people-centered development" concept, stressing that the people should share the fruits of reform and development. Building a harmonious society became one of the main goals of the 15th Five-Year Plan.
