Review of the 15th Plan and Outlook for the 11th Five-Year Plan

Features: To strengthen the exchange between theoretical and practical workers in China's economics community, promote the prosperity and development of economics, better utilize the role of theoretical workers as the think tank and advisory body for the Party and government, and enhance the role of serving society, the "First China Economic Forum" was launched by the Chinese Academy of Social Sciences on October 22, 2005, at the Great Hall of the People. The theme of this forum was "Review of the 10th Five-Year Plan and Outlook for the 11th Five-Year Plan," and the high-quality papers submitted from various aspects were key to the success of the forum. On the occasion of the publication of this collection of papers, I would like to share some views on the current economic situation and related issues of the 11th Five-Year Plan. When implementing a "loose-tight balance" neutral policy, it does not rule out making slight adjustments, either slightly tighter or slightly looser, based on specific changes in the economic situation or to address emerging local issues. However, such adjustments should not be frequent, and macroeconomic policies should maintain dynamic consistency. Now, it is particularly important to focus on the following two aspects when implementing a neutral macroeconomic regulation policy:
First, focus on improving the quality of economic growth.
Second, focus on advancing reform.
Facing these challenges, during the 11th Five-Year Plan period, we should prioritize the following key tasks:
First, promote the transformation of the economic growth model.
Second, address China's "three rural issues."
Third, adhere to the implementation of a coordinated regional development strategy, forming a development pattern with complementary advantages and positive interaction between the eastern, central, and western regions.
Fourth, enhance independent innovation capabilities in science and technology.
Fifth, pay attention to strengthening the construction of a harmonious society.
