At the third national education conference in June 1999, the "Resolution of the CPC Central Committee and the State Council on Deepening Education Reform and Comprehensively Promoting Quality Education" passed by the conference stated: A sound physique is the fundamental prerequisite for young people to serve the motherland and the people, and it reflects the vigorous vitality of the Chinese nation. School education should establish the guiding principle of health and strengthen physical education work to ensure that students master basic sports skills and develop the habit of regular exercise. It is necessary to guarantee students' time for physical education courses and extracurricular sports activities, without encroaching on sports time and spaces. Various forms of mass sports activities should be organized to cultivate students' competitive awareness, cooperative spirit, and strong willpower. Therefore, the teaching objectives of physical education in higher education institutions should prioritize improving the health levels of all students.
