Features: The software industry is the core of the information industry and a leading and strategic industry for the country. Software exports are of great significance for promoting the adjustment of China's foreign trade structure and national economic development. In recent years, due to strong support from national policies, the export enthusiasm of software enterprises has reached an unprecedented high, with the total volume of China's software exports continuously increasing, demonstrating strong growth potential. Implementing the scientific development concept, further advancing the strategy of promoting foreign trade through science and technology, and seizing the rare historical opportunity of the international information industry shifting to developing countries, by vigorously developing software and information service exports, will undoubtedly make significant contributions to the optimization of the national industrial structure and the sustainable growth of foreign trade exports in the future. This report aims to conduct an in-depth study and comprehensive summary of China's software and information service exports since the promulgation of the No. 18 document by the State Council in 2000. It seeks to clarify the actual situation and development needs of the software industry and software exports, analyze and learn from the successful experiences of other countries in software and information service exports, propose effective countermeasures to seize opportunities and develop software and information service exports, and provide references for relevant departments of the State Council to understand the situation of software and information service exports and formulate related policies.
