Features: Emergency Regulations on Major Animal Epidemics (Passed at the 113th Executive Meeting of the State Council of the People's Republic of China on November 16, 2005; Promulgated by the State Council of the People's Republic of China on November 18, 2005, with effect from the date of promulgation) Chapter I General Provisions Article [Legislative Purpose] These Regulations are formulated in accordance with the Animal Epidemic Prevention Law of the People's Republic of China to quickly control and eradicate major animal epidemics, ensure the safety of animal husbandry production, protect public health and life, and maintain normal social order. Article [Definition of Major Animal Epidemic] The term "major animal epidemic" as referred to in these Regulations refers to sudden outbreaks of highly pathogenic avian influenza and other animal epidemics with high morbidity or mortality rates that rapidly spread, posing a serious threat and hazard to the safety of animal husbandry production, as well as potentially endangering public health and life, including particularly major animal epidemics. Article [Working Principles] Emergency work on major animal epidemics shall adhere to the principles of strengthening leadership, close coordination, relying on science, legal prevention and control, collective prevention and control, and decisive handling. It requires timely identification, rapid response, strict handling, and loss reduction. Article [Management Principles] Emergency work on major animal epidemics shall follow the principle of local management, with unified leadership by the government and division of responsibilities among departments. A hierarchical responsibility system shall be established. Veterinary administrative departments at or above the county level are specifically responsible for organizing emergency work on major animal epidemics, including monitoring, investigation, control, and eradication. Forestry administrative departments at or above the county level and veterinary administrative departments shall assume responsibilities according to their respective duties.
