Features: To better strengthen the monitoring of forest resources and forest harvesting management in state-owned forest areas, especially for accurately estimating the quantity of illegally logged and excessively logged forest resources, the use of root diameter to estimate standing timber volume has become particularly important. Under the organization of the Heilongjiang Provincial Forest Resources Administration, technical personnel from forest inventory teams in forest bureaus across the province extensively collected field data. Randomly sampled tree materials corresponding to over 30,000 root diameters by region, type, and tree species were compiled into the "Heilongjiang Provincial State-Owned Forest Area Standing Tree Root Diameter Breast Height Reference Table." After precision testing in different regions and for different tree species, the table met the requirements, and its trial use yielded excellent results. It was approved by the Heilongjiang Provincial Bureau of Technical Supervision and was released as a local standard of Heilongjiang Province (DB23/T989-2005) on May 30, 2005, with implementation commencing on June 30, 2005. Currently, it is published and distributed by China Forestry Publishing House as the "Heilongjiang Provincial State-Owned Forest Area Standing Tree Root Diameter Breast Height Quick Reference Handbook." This handbook provides a scientific basis for estimating relevant data in state-owned forest areas, including forest resource monitoring, forest harvesting management, as well as for forestry public security, procuratorates, courts, scientific research, and teaching institutions.
