Features: Since the founding of the People's Republic of China, especially since the reform and opening-up, economic and social development in China's western regions has made significant progress, and people's lives have greatly improved, laying an important material and ideological foundation for further strengthening ethnic unity and maintaining border stability. Despite more than fifty years of development and progress, the economic and social conditions in the western regions have undergone fundamental changes. However, the rapid economic growth of the eastern and central regions after the reform and opening-up has exacerbated regional economic disparities and imbalances in development. How can the goal of building a moderately prosperous society in all respects in the western regions be achieved? The report of the 16th National Congress of the Communist Party of China points out: development requires new ideas, reform requires new breakthroughs, opening-up requires new prospects, and all work requires new measures. Therefore, this paper, combining the principles of institutional economics, proposes to promote the comprehensive construction of a moderately prosperous society in the western regions through institutional innovation.
