Features: The articles included in this book are primarily research findings published in the internal publications of the State Council Research Office and directly submitted to the leadership of the State Council in 2004. The authors are all members of the State Council Research Office, with a few major research findings being co-authored with colleagues from other units. For this public publication, we selected and compiled these research findings, totaling 119 articles. These research findings can reflect, from one side, the achievements of the State Council Research Office in conducting research and surveys around the overall national work and the central tasks of the State Council. The articles in this book are broadly divided into six parts. The articles in each part are mainly classified according to the aspects involved, and are not arranged in chronological order. In addition to making necessary corrections to individual texts, the articles are largely preserved in their original form without changes. Research work is a complex mental labor that uses scientific theories to explore the unknown, understand the development of things, and seek solutions to problems. It is a highly dependent task on the quality of the researchers. Improving the level of research work requires enhancing the ideological and professional writing skills of the researchers.
