Chapter (Public Organization Innovation: An Analytical Framework Based on Organizational Learning Theory), as there is currently no clear and standardized definition of what public organization learning and learning-oriented public organizations are in academia both domestically and internationally, this study, while striving to use the concepts of organization, learning, and organizational learning rigorously, focuses on discussing the basic meaning of the core concept of "organizational learning" in this study and provides six major viewpoints on how to accurately understand the connotation of organizational learning. On this basis, this study first defines the concepts of public organization learning and learning-oriented public organizations. The focus is on proposing an operational concept of public organization learning. After pointing out the differences and characteristics between learning-oriented public organizations and traditional public organizations, it proposes a theoretical model of the organizational learning process required to build learning-oriented public organizations, thereby establishing the conceptual framework of public organization learning in this study. It also discusses the unique learning dilemmas and value dilemmas of public organizations compared to enterprises, laying the groundwork for the later research on obstacles and problems of public organization learning in this book.
Chapter 2 (Public Organization Innovation: Learning Barriers and Resistance to Change) focuses on analyzing the obstacles and problems in the process of organizational learning and innovation in the public sector. It specifically analyzes the deep-seated reasons for these learning barriers from three different levels: public organization systems, public organization social psychology, and public organization culture. It attempts to provide a basic analytical perspective and framework for deeply analyzing the difficulties and contradictions encountered in various reforms and innovations of government public management socialization and public service marketization in China from the perspective of organizational learning theory, especially from the perspective of government cognition. It also discusses the problems of learning degradation and learning interruption caused by these barriers, pointing out that these problems become increasingly complex due to the diversity and complexity of public issues. It argues that learning within barriers and problems is the essential characteristic of learning-oriented public organizations. This chapter primarily proposes an analytical framework for in-depth interpretation of the obstacles encountered in the transformation and innovation of public organizations from a theoretical perspective, or what can be called the theory of learning barriers in public organizations.
Chapter 3 (Chinese Cases: Analysis of Barriers to Innovation in the Public Sector) uses publicly published events from newspapers, the internet, and other media as data sources, carefully selecting 17 cases, which are divided into three major aspects: government institutional reform in China, public service marketization in China, and public management socialization. It starts by examining the background of each case, then raises questions, and primarily uses the theoretical framework proposed in Chapter 2 to discuss and analyze the learning barriers reflected in each case, which are behind the reforms and innovations. On the one hand, this is the analysis of real reform events and processes that have actually occurred using the theory we proposed, examining the explanatory power of the theory; on the other hand, it also proves the theory by listing a large number of real cases, demonstrating that the theory of learning barriers and innovation in public organizations proposed in this study can be well reflected in these cases. These vivid cases directly involve many important government departments and related cities in China's new reform dynamics, directly targeting the deep-seated organizational system, social psychology, and organizational culture reasons why these reforms and innovations are so difficult. This in-depth analysis of the underlying causes of problems in such a difficult organizational learning process aims at diagnosing the obstacles, difficulties, and problems encountered in real cases of reform and organizational innovation, using the vivid presentation and analysis of real cases to prove that the problems encountered in most organizational learning and innovation processes are diverse and varied, but their essence can generally be attributed to the three basic levels of reform resistance: organizational system barriers, social psychology barriers, and organizational culture barriers. The analysis of the basic sources of resistance will help in formulating and implementing organizational strategies to overcome these barriers.
Chapter 4 (Overcoming Learning Barriers and Innovation Strategies: Building Learning-Oriented Organizations) follows the line of thought revealed by the case analysis in Chapter 3 to propose countermeasures. We propose our own views, believing that reforms and innovations carried out by public organizations in China, especially the government, are all forms of organizational learning, and such organizational learning will inevitably encounter various problems and contradictions, even be in a state of dilemma, as shown in the cases, this is a normal organizational learning process. It is necessary to adopt the strategy of building learning-oriented organizations to reduce such barriers and promote the process of organizational innovation and transformation. Because under pressure and crisis, to overcome these barriers and problems, public organizations in the context of a transformative era, facing more complex and turbulent public issues than ever before, can only transform into learning-oriented public organizations to dance with change, keep pace with the times, and continuously respond to the more diverse and complex public needs in a customer-oriented society in the era of democratic constitutionalism, while also embodying the values of efficiency, effectiveness, and economy. This is the only way to fundamentally maintain the legitimacy of the exercise of public power by the government and all public organizations and consolidate their social foundation for survival in the era of democratic constitutionalism. This chapter primarily proposes a three-pronged organizational strategy as a countermeasure to build learning-oriented public organizations in the public sector and thereby resolve organizational innovation barriers. Specifically, this chapter primarily proposes three paths from the perspective of social cognitive learning ability theory, action strategies, and public organizational strategic management: one is the ability forging path, the other is the supporting strategy path, and the third is the organizational culture reshaping path, as the overall organizational strategy for building learning-oriented public organizations. This is a macro framework combined with micro operations, emphasizing a highly continuous process of organizational strategic management implementation. We propose an overall construction countermeasure model, a general idea, and specific construction paths at the operational level. Such theoretical-level organizational countermeasure thinking can guide readers to combine it with the large number of case analyses carried out earlier and make further reflections, thereby enabling a more comprehensive consideration of many practical problems, deep-seated issues, and their countermeasure analyses in China's reforms.
First, the ability forging path is the core. This is the fundamental guarantee for public organizations to overcome learning barriers. Just as a body facing multiple pathogens in a complex environment, to resist the invasion of adverse environmental factors and become ill, it must fundamentally strengthen its own physique. This study primarily examines the composition of public organizational ability and its evaluation system from the perspectives of social cognitive ability structure theory and public organizational theory, and proposes various practical ways to forge the learning ability of public organizations. In our research, we analyze in depth how to forge the learning ability of public organizations from both theoretical models and actual construction. The main emphasis is on further understanding the operational paths for construction based on the theoretical construction model. We believe that the forging of the learning ability of public organizations includes four consecutive ascending processes: ability incubation, ability stimulation (with different focuses at the individual, group, and organizational levels), ability enhancement, and ability rebirth. Organizational aspects can be prioritized in these four stages to forge various abilities. It is particularly emphasized that the role of top organizational leaders or organizational leaders as the most important driving force.
Second, supporting strategies are essential. This study believes that the most important mission of public organizations is to continuously learn in the face of organizational learning barriers. Through the comprehensive application of organizational learning tools, organizational learning strategies, and organizational development strategies at different levels, public organizations can continuously resolve various learning barriers in complex public issue contexts. Through the implementation of public organizational measures, the adjustment of public organizational structures, and the construction of public organizational culture, public organizations can continuously approach the ideal state of learning-oriented public organizations, reduce the cost of public services, form a customer-oriented citizen society, meet public needs, provide fair and efficient public products and services, and achieve the ultimate goal of public interest. In this process, it also provides proof of the legitimacy of the exercise of public power by public organizations in the era of democratic constitutionalism. For this purpose, this study specifically analyzes the selection of learning levels, learning types, and learning models closely related to learning actions, explores various types of learning tools available for public organizations to use, from market wisdom to open spaces, from learning experiences to team interactions, believing that these are learning tools that public organizations must use in organizational knowledge integration to approach learning-oriented public organizations. But this is only a means at the tool level of approaching learning-oriented public organizations. What is more fundamental is learning strategies and learning strategies. Organizational learning strategies should be considered from the perspectives of public human resource development, learning effect control strategies under different organizational structures, performance management strategies, and goal management strategies, etc., as organizational learning strategies that public organizations are moving towards learning-oriented organizations. Meanwhile, strategic management tools such as symbiotic strategies for organizational development constitute the overall directional choices of the organization. To build learning-oriented organizations in the public sector, it is necessary to integrate and make full use of the different means at three successive ascending levels: learning tools, learning strategies, and learning strategies, to form an overall idea and reform strategy. And a series of organizational development strategies such as learning strategies correspond to the policy level of public organizations, guiding the entire organization to move towards the direction of learning-oriented public organizations. The ability forging and supporting strategies together constitute the organizational strategy system for public organization learning. When an organization lacks sufficient organizational learning ability and unique forward-looking supporting strategies, its learning and transformation cannot be advanced in depth.
Finally, organizational culture reshaping is fundamental. We define the content and characteristics of learning-oriented public organizational culture, believing it includes ten typical characteristics. We also propose practical ways to operationalize the reshaping of public organizational culture through "New Five Practices" and conduct a comparative analysis of the content and characteristics of traditional public organizational culture before and after reshaping, believing that the latter is a spiritual transcendence of the former and a completely new reconstruction in ten major aspects: organizational spirit, value orientation, action philosophy, behavioral orientation, and thinking patterns. However, it is not a complete negation of the former but rather an affirmation and rejection. Organizational culture reshaping is the foundation and soil for forging organizational learning ability and the overall advancement of supporting strategies, but in the actual construction process, it is necessary to properly handle the interdependent and indispensable relationship between these three paths while also having choices of implementation order. Ultimately, it is an overall advancement. The three paths to overcome organizational learning barriers are interdependent: the proper use of learning tools, learning strategies, and strategies fundamentally puts forward higher substantive requirements for the learning ability of public organizations. Only by improving their own organizational learning ability can public organizations use supporting strategies composed of learning tools, learning strategies, and organizational strategies. And only with learning ability is not enough without the art of using overall strategies, it is also impossible to achieve the realm of learning-oriented organizations. And all of this is rooted and nurtured by organizational culture, so reshaping organizational culture is fundamental. For this reason, we propose that the basic principles for implementing the transformation strategy are: cultural reshaping as the foundation, ability forging as the support, supporting strategies must be in place, and overall advancement as the transformation.
Chapter 5 (Public Organization Innovation Strategy: Learning-Oriented Public Organizations in Practice) primarily explores the question of how the construction of learning-oriented organizations in the public sector has been carried out so far both domestically and internationally? What conclusions can be drawn from the theoretical framework of this study and the actual construction situation? For this purpose, this study cites two case studies—the construction of learning-oriented organizations in Switzerland's postal service department and the United States' Food and Drug Administration—as empirical evidence to prove the practical necessity, operability, and existing problems of building learning-oriented organizations in the public sector, and then analyzes and summarizes them from a theoretical perspective. It points out that the organic operation of political background factors, internal organizational elements, and the organizational strategic management system is the key to building learning-oriented public organizations. On this basis, this book provides a theoretical summary of the issues it is concerned with: learning barriers in public organizations mainly exist at three basic levels—organizational systems, social psychology, and organizational culture—and can be resolved by building learning-oriented organizations to promote and deepen the process of organizational transformation and innovation. The future of learning-oriented organizations is not far off; it is not necessarily a completely new organizational structure, but new in its inner spirit, value orientation, action philosophy, behavioral orientation, and thinking patterns different from traditional public organizations. It is new in organizational strategic management thinking, as well as in the dynamic, adaptive, and integrated adjustments of these aspects in the ever-changing complex political, economic, social, and environmental context. Through the analysis of these six chapters, this book first proposes a conceptual framework for public organization learning and an analytical framework for innovation barriers, and then analyzes in detail the learning barriers existing in the cases of China's public organization reforms, especially in the public sector. It then proposes an overall organizational strategy for building learning-oriented public organizations. At the same time, through carefully selected successful cases of building learning-oriented public organizations abroad, it proposes countermeasures for the paths to build learning-oriented public organizations, proposes the main content of the theoretical model and practical operational paths for forging the learning ability of public organizations, as well as the multi-level system of overall advancement of supporting strategies for organizational learning tools, learning strategies, and learning strategies in the process of construction. It also proposes the reshaping paths of the "New Five Practices" of learning-oriented public organizational culture and the eight paths to build learning-oriented public organizations, believing that it is a complete transcendence on the basis of affirmation and rejection. This book provides deep reflections for China's public sector to learn from foreign experience and address domestic realities to successfully create learning-oriented public organizations as soon as possible. In the process of looking back, tracking, and looking forward to the solid steps of government innovation in China, the vivid cases selected in this book will touch your heart. Those things that happen around you will lead you to worry about reform and enjoy innovation. Looking at the surging government reforms, you will find that if our lives need innovation, then the government leading us forward needs innovation even more. The road to government innovation was not originally there, and in the jungle of intertwined institutional, psychological, and cultural barriers, we learn and practice from time to time, and the government learning in the face of barriers and illusions is the journey to organizational innovation. The shared spiritual model of the organization is the wind direction indicator that guides us to become loyal servants of the shared vision of the organization and pioneers of organizational innovation strategies. We can follow the organizational cognitive perspective provided in this book to see what the rational process of surging government reforms and public governance should be? Is it manageable and organized? Can it lead the organization to ride the wave of change? I hope this book can inspire readers interested in these questions to think more deeply.
