Features: Preface The author encountered a case of electricity theft. A power supply enterprise, upon receiving a report from the public, investigated electricity theft at a small cement plant (dedicated transformer user). On-site, it was found that the low-voltage outlet had a branch line inside the wall, connecting to a small transformer placed underground and covered with a cement lid. The power supply enterprise identified it as electricity theft. After taking a few photos at the scene, they dismantled the equipment and requested the police to handle the matter. The police arrested the responsible person on suspicion of electricity theft. However, since the evidence the power supply enterprise could provide consisted only of a few on-site photos, which did not reflect more detailed and conclusive evidence of the electricity theft scene, and the investigators could not recall the specific wiring configuration at the time. Later, the responsible person denied the electricity theft and intended to file lawsuits against both the police and the power supply enterprise. Due to the lack of basic legal knowledge in electricity theft investigations among the power supply enterprise's investigators, this case that was undoubtedly an act of electricity theft was ultimately handled as a potential case of the power supply enterprise infringing on rights. Through numerous similar issues encountered in work, the author deeply realized how urgently it is for power supply investigators to master relevant legal knowledge during electricity theft investigations. Especially under the new circumstances of power system reform, power supply departments have transferred government functions and have become enterprises in the sense of a socialist market economy. As enterprises, compared to their previous role as power administrative departments, their legal status, scope of rights, and methods of handling cases have changed significantly. As civil rights subjects, how to effectively apply legal and professional knowledge to strike forcefully against electricity theft and protect the legitimate rights and interests of power supply enterprises, as well as safeguard state-owned assets from infringement, are issues that power supply enterprises must seriously address. Currently, there is no dedicated book systematically introducing legal knowledge related to electricity theft. The author thus conceived the idea of writing such a book on legal knowledge related to electricity theft. This book explains common legal knowledge and issues about electricity theft in the form of Q&A, covering topics such as the legal nature of electricity theft, how to investigate electricity theft through civil, administrative, and criminal channels, how to legally and correctly collect evidence, and how to ensure that the power supply enterprise's electricity theft investigation actions pass judicial scrutiny. For references to national laws and regulations, this book is formatted in FangSong typeface. This book also collects laws, regulations, judicial interpretations, and other relevant documents related to electricity theft. It is hoped that this book can serve as a reference tool and guide for investigating electricity theft, helping power supply investigators improve their legal knowledge and ensuring that their investigations are legally compliant and properly documented. At the same time, this book also provides a reference for legal professionals to explore and understand electricity theft, and offers professional assistance to citizens, legal persons, and other organizations in legally protecting their legitimate rights and interests.
