Features: Based on the energy planning concept and in line with the requirements of clean energy utilization and environmental goals, the planning method for urban clean energy action was developed. It was practically compiled and applied in 18 cities, determining the action targets, tasks, promoted technologies, financial investment, management and supervision, service systems, and policy guarantees for each city. This method guided the implementation of clean energy actions in these cities, achieving the expected goals of the action plans. It can be said that formulating clean energy action plans is an indispensable and crucial step and content of the entire action, holding significant guiding importance for its implementation. The book is divided into two parts, totaling 25 chapters. The first part primarily covers planning theory and methods, including current situation surveys, target selection, energy supply and demand forecasting, investment and effects, planning implementation and guarantees, as well as post-project evaluation. The second part presents planning cases and implementation effect evaluations of 17 cities. The book not only summarizes the phased achievements of this clean energy action but also holds important reference value and significance for future clean energy actions in cities.
