The author suggests: scholarships prioritizing excellent students as the primary evaluation criterion should not be the main funding measure for assisting impoverished students; the national student loan policy faces institutional barriers and urgently needs to be broken through; the part-time work policy needs to address the issue of insufficient part-time work positions, which does not align with the actual needs of impoverished university students; the funding targets of special hardship assistance and tuition reduction policies are difficult to define and have certain side effects. For this reason, the author believes: in the policy system for assisting impoverished university students, what needs to be developed are the national student loan and part-time work; the special hardship assistance and tuition reduction policies urgently need reform; the side effects of assistance policies on the development of young people must be avoided through institutional design. The shortcomings of the existing policy system include "blurred operations" under asymmetric information, "wealth stratification" in assisting impoverished students, and insufficient systemic synergy, all of which need corresponding improvements.
