It analyzes the current forms of China's state-owned economy, proposing a systematic theoretical framework and analytical approach for comparing the forms of state-owned economy. It points out that state-owned enterprises' managers should be selected based on the "economic man hypothesis," deepen the reform of state-owned enterprises by constructing a new institutional framework of incentives and constraints, and ensure the effective functioning of the new forms of state-owned economy. It believes that the new forms of state-owned economy should involve more state-owned assets in corporate form being converted into monetary form, which are then invested in public product forms or resource forms, forming a dynamic entry and exit mechanism.
