1. The "Budgetary Quota for Silt Placement (Pumping) Projects in the Lower Yellow River" (hereinafter referred to as this quota) is divided into three sections: 22kW hydraulic excavation units, 100kW combined pumps, and 136kW combined pumps, as well as the quota for construction machinery operating hours and appendices.
2. This quota is applicable to silt placement (pumping) projects in the lower Yellow River and serves as the basis for compiling the "Budgetary Quota for Silt Placement (Pumping) Projects in the Lower Yellow River."
3. This quota does not include factors such as weather conditions (e.g., winter, rainy season) affecting construction or additional facility costs.
4. This quota is formulated based on a three-shift operation system with an eight-hour workday per shift. If some project sections adopt a one-shift or two-shift system, the quota remains unchanged.
5. The soil classification for hydraulic excavation units is divided into Class I-III, see the "Soil Classification Table for Hydraulic Excavation Units" in the appendix.

8. In this quota, minor material costs are expressed as rates, with the calculation base being the sum of labor costs and machinery costs.
9. This quota does not include mechanical drainage costs.
10. For earth excavation projects where soil is transported using pressure pumps, the corresponding labor operating hours and machinery operating hours quotas are multiplied by a coefficient of 0.95, and the minor material cost rate is 2%.
