Breast tenderness is not unique to pregnancy, of course. If your period hasn't arrived, there is also the possibility of being pregnant. You need to estimate based on your own menstrual cycle. If your period hasn't come, you can check hCG. It's only confirmed as pregnancy if it's positive, not based on breast tenderness. If it turns out you're not pregnant when you check, then breast tenderness might also be due to breast hyperplasia, and you would need to have a breast ultrasound for further confirmation.
