Features: China has successively experienced two stages of water pollutant emission control: concentration control and target total control. Although these measures have played a certain role in curbing the deterioration of environmental quality, they have not fundamentally solved the core issues of scientifically allocating permissible pollutant emission levels and ultimately achieving water environmental quality standards, primarily because a quantitative correspondence between pollutant emission levels and water environmental quality has not been established. To fundamentally achieve water quality standards, it will depend on the implementation of a total emission control system based on environmental capacity. To ensure the effective implementation of this system, it is first necessary to scientifically and accurately grasp the environmental capacity of regions, river basins, and cities.
This study, starting from the perspective of water environmental capacity utilization and management, evaluates the current state of water environmental quality scientifically and, based on the water quality objectives of water environmental functional zones, establishes input-response relationships between pollution sources and water environmental quality. It analyzes the utilization, protection, and distribution of water environmental capacity from water environmental functional zones to river basins, determines the input-response relationships of water environmental capacity from each functional zone to the river basin, and analyzes the utilization, protection, and distribution of water environmental capacity from functional zones to river basins. It identifies the environmental capacity of each functional zone, providing a scientific foundation and technical platform for quantitative management of water environments and serving as a basis for formulating specialized water environmental protection plans.
The findings of this study will serve as the technical foundation for formulating the total control plan for water pollutants in Zhanjiang City during the 11th Five-Year Plan period and the river basin water pollution prevention and control plan. It will also guide the review and issuance of pollution discharge permits for enterprises. The results of this study will provide guidance and demonstration for similar work in vast regions of China.
